Experiences with Maharashtra Govt. offices

It has been ten years since I moved to Pune and have had a few experiences with Maharashtra government offices.

First, it started with trying to get my car registration changed from AP to MH. After multiple straightforward attempts, I gave up that it was not possible and spoke to an agent and agree to pay Rs. 5,000 for it and gave around 3,000 as advance.

Almost a month went by, and the progress was very slow. I had gone to the RTO with my son and unnecessarily spoke to him in a rude way. His friends gathered around the scene, but he was nice enough to ask them to move away. He retorted, "Do you know how much work it is, I have to get a lot of receipts etc." And he also said, "That's it, I will just get you to the point where you can pay the State Road Tax and will not help with the MH registration." That was 10 years back and I am on AP registration still. (But I could get away with numerous police stoppages till today by showing the docs and the tax receipt). 

In one of the visits to the RTO on the initial days, I was so frustrated by the apathy that I took the name plate of one of the officers which was kept on the table, slipped it into my bag and threw it somewhere on the street! (Well, Almost)!

After that I have to say that a couple of license renewals (2-wheeler and 4-wheeler) went on smoothly without any extra payments.

Latest problem I have got is with respect to domicile. Son will be in college next year and we don't have domicile in TN where I was born and grew up, in Telangana where he was born and also not in Maharashtra where he grew up (Since Maharashtra asks for a 15-year residence period for those not born here. Means you should have moved in when you are 2 if you want to apply for college admissions here.)

I had gotten contact of a guy who could apparently get people a domicile certificate. I got in touch with him but can't write about it what happened after that. Apologies :)! Just will say, it did not go well.

Then someone from son's school WhatsApp group suggested that we can get a scholarship given by Pune Municipal Corporation for 10th pass students. Gave the documents they asked a couple of times but gave up when they said they could not understand the percentage marks from the CBSE Marksheet, it just had the marks and A1, B1 etc. and I should get a percentage letter from the school he passed out from, when the same document is available from the school he has joined for this 11th.

Update: The lady in charge of this process appears to be very sincere and wants to help people. Called up again and said that we should proceed with this, and it will work out. So, went to the school and gave the document she requested. Waiting for the next step.

Update 2: Current status of this is Approved by HOD . Not sure if I will get the money or any in-person showing of originals is needed. Update 2.1. Spoke to the PMC Officer and she said I would get funds in the first week of April. She deserves a lof praise for egging us on to go for it without giving up 

            Update 4: Did get a credit of Rs. 15,000 into my account. Good show Maha Gov !

Update 3: There is a movement going on with the citizens of my locality with the Maharashtra government to reduce the arbitrarily high Property Tax that they have imposed on us. Anyways, planning to visit the panchayat office soon to pay the pre-increased amount of tax.

Update 4: Recently made a complaint to the India Post on Twitter that my mails are being delivered only once in 2-3 weeks and not daily. It's a week since I made the complaint and after that havent got a single mail delivered !

Update 5: Local postmaster called to say that twitter complaints "bahut upar tak jaatha hai" and asked me to make complaints directly to her and gave her official number. Things are slightly better after that. Still there are delays and non-deliveries and some complaints going on but it is better.
