Electoral Reforms suggestion
Political parties, the big ones, always have the advantage of being one of the few alternatives for the electorate to vote. For example, even if ADMK in TN is voted out of power in an election, they know that they have a good chance in the next election due to the "TINA" factor. (There is no alternative).
One of the main things that I want to suggest in this post is that if we fire a servant or employee for non-performance, there is an almost zero chance that we will rehire him, but in the electoral scenario due to the TINA factor, we have to go back to the earlier ousted party if we want to vote the current government out of power.
This made me think of some outlandish and outrageous reforms as below:
- If a party is voted out of power, the party and the ministers and the MLAs who were part of the government are banned for the next 2 elections, which gives chances for others to form the government than any one of the parties of the de facto 2-party system in many states.
- This could initially be implemented in small states and eventually rolled over to all states. Not suggesting implementing this at national level in such a big and diverse country like ours.
There are some disadvantages and drawbacks of this and the biggest one is:
- Lack of talented and experienced people or parties who can form a government and run it well, even if they are voted into power. We could see this issue sometime back with the previous term of the BJP government itself where there was a lack of talent for various key ministerial posts and Manohar Parrikar had to pulled in from Goa as the Defence minister.
Others are, - Not sure on what criteria to apply for coalition governments, as to whether we can still ban all the parties in the ruling coalition government after the loss.
- It will be a big challenge for stable parties to form and even find enough candidates for MLA and Minister posts.
Some advantages for this could be :
- There will be a churn in the parties governing the state, though only time can tell if this is for the better or worse.
- Many more individuals will get a chance to get into politics and be ministers and MLAs. Good, talented and honest people will get better chances in politics.
This appears impractical for the time being but could become reality one day! Thoughts?!
